Practical Operator Licence Awareness Training for the people responsible for running a compliant PSV operation across Sheffield and South Yorkshire – restricted licence holders, directors, coach operators, transport managers, community transport managers and anyone the Traffic Commissioner expects to demonstrate real, working knowledge of their obligations.
Our 2-day CILT-accredited course is delivered live and remotely, so operators from Sheffield, Rotherham, Barnsley, Doncaster or anywhere else across the S and DN postcodes can attend without leaving the depot. You will leave with the practical knowledge to interpret brake test results, actively manage tachograph analysis and driver infringements, oversee vehicle maintenance systems, and evidence that compliance is happening in practice – exactly what the Traffic Commissioner now expects a practical OLAT course to cover.

A Practical Course, Not a Theory Session
Traffic Commissioner expectations have moved on. A course that only covers the licensing framework in principle no longer meets the standard. Delegates on Practical PSV OLAT explore how those requirements translate into the everyday management of a passenger vehicle operation.
The practical emphasis runs through the course:
Reading and interpreting brake test results, and recognising when further action is required.
Using tachograph analysis software to review driver data, identify infringements, investigate what has happened and record the follow-up.
Understanding what a robust vehicle maintenance system should contain, including maintenance planning, defect management, inspection records and oversight of maintenance providers.
Managing first-use inspections, preventative maintenance inspections (PMIs) and ongoing maintenance records.
Monitoring, reviewing and evidencing that compliance systems are actually being followed - not just documented.
The aim is to help delegates understand what effective PSV compliance looks like when it is being managed properly, and to leave the course with the knowledge to apply that within their own operation.

PSV OLAT Training Across Sheffield and South Yorkshire
Sheffield sits at the heart of one of the country's most active passenger transport regions, with local bus, coach, school and community transport operations spread across South Yorkshire and served by the M1, M18 and A1(M). The South Yorkshire Mayoral Combined Authority is progressing bus franchising under the Bus Services Act, adding a further layer of regulatory scrutiny to the local operator base. The following overview gives a sense of the operators and locations the course typically serves.
PSV OLAT COURSE SHEFFIELD
Sheffield and the Urban Bus Network
Sheffield is one of the largest PSV markets outside London. First South Yorkshire operates the majority of local bus services from its Olive Grove depot on Broadfield Road (S8 0XN), running high-frequency corridors across the city and out to Rotherham and Barnsley. Stagecoach Yorkshire runs coach and school services from Ecclesfield, and independent operators including Powells Bus and Sheffield Community Transport serve the outer estates and community routes. With franchising on the horizon, compliance expectations across the network are rising – Practical PSV OLAT gives the people running these operations the working knowledge to keep pace.
Rotherham and the M1/M18 Corridor
Barnsley and the Dearne Valley
Rotherham sits between the M1 and M18 and hosts a strong mix of school transport, private hire coach and contract passenger operations. First's Rotherham depot on Midland Road (S60 1FD) anchors local bus services, and independent coach operators serve the Advanced Manufacturing Research Centre at Waverley and the wider Sheffield-Rotherham travel-to-work area. For restricted licence holders running smaller coach fleets across the S60-S66 postcodes, Practical OLAT translates the operator licence framework into the day-to-day systems that keep vehicles roadworthy and drivers compliant.
Barnsley and the Dearne Valley combine local bus networks with a strong school transport sector serving the S70-S75 postcodes. Stagecoach Yorkshire runs services across the borough from its Barnsley depot, and independent operators cover home-to-school and private hire markets across Wombwell, Wath-upon-Dearne and Hoyland. School transport in particular brings a heavy emphasis on DBS checking, PSVAR compliance and the systems around service registration – all core elements of Practical PSV OLAT.
Doncaster and the A1(M) Corridor
Doncaster is a major regional transport hub with strong road connections through the A1(M), M18 and the East Coast Main Line. Isle Coaches, Globe Holidays and other independent operators serve the DN1-DN12 postcodes with a mix of local, contract and long-distance coach services. First's Doncaster depot on Leger Way (DN2 6DE) runs the borough's bus network, and community transport is well established across the outlying towns. Practical PSV OLAT is well suited to operators managing multi-service portfolios where pressure on drivers, vehicles and records can otherwise pull compliance off the agenda.
Wider Coverage
The course is equally suitable for operators based in Ecclesfield, Chapeltown, Stocksbridge, Dinnington, Wath-upon-Dearne, Wombwell, Rawmarsh, Mexborough, Thorne and Adwick-le-Street. Anywhere across the S1-S25, S60-S66, S70-S75 and DN1-DN12 postcodes, delegates can attend Practical PSV OLAT without travelling.
Who Needs OLAT?
What Does the PSV OLAT Cover?
If you hold a restricted PSV licence, you are not required to have a qualified Transport Manager – but you are subject to the same core compliance obligations around vehicle maintenance, drivers' hours, tachograph compliance, driver licensing, roadworthiness and notification requirements. The Traffic Commissioner expects those responsibilities to be understood and managed, regardless of licence type.
OLAT is the recognised way to build that knowledge. In Sheffield and South Yorkshire, this is particularly relevant for smaller coach operators, school transport providers and private hire businesses where the responsible person may need to demonstrate a strong working understanding of PSV compliance.
Even if your operation has a qualified Transport Manager, directors cannot simply delegate compliance and assume responsibility ends there. Senior people need enough knowledge of the regulated environment to oversee the operation effectively, challenge concerns and understand whether compliance systems are working as intended.
Essex has a broad community transport sector using Section 19 and Section 22 permits. Practical PSV OLAT provides useful grounding for permit holders considering a full PSV operator licence and for organisations wanting to strengthen systems around driver management, maintenance and operating responsibilities.
If you have been directed to complete OLAT as a condition of your licence following a Public Inquiry in the North Eastern Traffic Area, our course meets that requirement. The certificate of completion is recognised by Traffic Commissioners and is suitable for submission as evidence at a Public Inquiry.
An overview of the PSV licensing system, including the differences between standard, restricted and special restricted licences. We cover the specific obligations that attach to each licence type, along with Section 19 and Section 22 permits for community transport and when a permit holder may need to transition to a full PSV licence.
What the Traffic Commissioner expects from PSV operators, including the undertakings given at licence grant, operating centre management, vehicle authorisation limits, disc management and the requirement to notify relevant changes. The course also considers the management of registered or contracted passenger services where these form part of the operation.
Vehicle maintenance is at the heart of a compliant PSV operation. The course helps delegates understand what a robust maintenance system should contain, including maintenance planning, defect management, inspection records and effective oversight of maintenance providers.
PSV vehicle maintenance extends beyond the mechanical basics to include passenger doors, wheelchair ramps and lifts, emergency exits and other safety-critical equipment. We cover what the DVSA looks for during inspections and how to make sure maintenance systems stand up to scrutiny across bus, coach and community transport operations.
PCV driver licensing, Driver CPC requirements, drivers' hours rules for PSV operations, tachograph compliance and DBS checking where required. Delegates consider the practical use of tachograph analysis software – how to review driver data, identify infringements, investigate why they occurred, record follow-up and recognise recurring patterns of concern.
The course covers the Public Service Vehicles Accessibility Regulations and the practical responsibilities operators need to understand around accessible passenger transport. This is particularly relevant where vehicles are used for home-to-school work, rail replacement, local bus services or other passenger operations with accessibility obligations.
How to maintain an evidence trail that shows compliance information is being reviewed, problems are being identified, action is being taken, recurring issues are being monitored and operator licence undertakings are receiving active oversight. This is a central theme throughout Practical PSV OLAT.
Real-world examples from Traffic Commissioner decisions and DVSA enforcement activity. Understanding what the regulator looks for, how Public Inquiries work in the North Eastern Traffic Area, and what leads to licence action.
