External Transport Manager Near Me for Bus and Coach Operators (PSV / PCV)
External Transport Manager Near Me for Bus and Coach Operators (PSV / PCV)
Running buses or coaches for hire or reward means holding a PSV operator's licence, and a standard licence means naming a professionally competent Transport Manager on it. Where the size of your fleet does not justify a full-time CPC holder on the payroll, Total Compliance can act as your external Transport Manager instead.
We provide External Transport Manager support to passenger transport operators of every kind, from a single coach on private hire to a registered local bus network.
The service covers Standard National and Standard International licence holders, with consultancy available for Restricted licence holders. The level of support flexes with the number of vehicles you run, so you carry proper professional oversight without carrying a salaried post you do not need.
What is an External Transport Manager?
Many bus and coach businesses do not run enough vehicles to justify a full-time Transport Manager. An external Transport Manager fills that role on a designated basis instead.
An external Transport Manager is a CPC-qualified professional, named on your PSV operator's licence, who is responsible for the continuous and effective management of the operation. The role is to ensure that your vehicles are roadworthy, that your drivers comply with the relevant rules and legislation, and that the operation runs within the conditions of the licence.
The designation carries a statutory backbone. If an operator fails to act on the Transport Manager's advice, or prevents them from carrying out their responsibilities, the Transport Manager is duty bound to inform the Office of the Traffic Commissioner.
What requirements must an External Transport Manager meet?
The requirements for a designated Transport Manager are set out by the Senior Traffic Commissioner in Statutory Document No. 3 – Transport Managers. A designated person must:
- be of good repute;
- be professionally competent; and
- not be prohibited by a Traffic Commissioner from acting as a Transport Manager.
For a passenger operation the competence requirement is specific. The Transport Manager named on a standard PSV licence must hold the Certificate of Professional Competence in Road Passenger Transport. The Road Haulage CPC held by a goods vehicle Transport Manager does not qualify a person to manage a bus or coach operation. Every external Transport Manager we designate to a PSV operator holds the passenger qualification.
A designated external Transport Manager may act for no more than four operators, with a combined fleet of no more than 50 vehicles, or fewer where a Traffic Commissioner considers it appropriate.

What are the Duties of an External Transport Manager?
Statutory Document No. 3 sets out the responsibilities a Transport Manager holds for the continuous and effective management of the fleet. For a bus and coach operation these include:
- making sure vehicles are kept in a roadworthy condition and presented for their annual test on time;
- setting safety inspection intervals appropriate to the work, and keeping inspection, routine maintenance and repair records for at least 15 months;
- ensuring drivers carry out and record daily walkaround checks, and that reported defects are repaired before a vehicle returns to service;
- monitoring drivers' hours, working time and tachograph records, under either the EU or the domestic rules depending on the service operated;
- confirming that drivers hold the correct category of licence and a valid Driver CPC;
- ensuring vehicles are not used beyond their certified passenger capacity;
- keeping the number of vehicles in use within the margin authorised on the licence; and
- making sure the operation runs within the conditions and undertakings recorded on the licence.
How much does an External Transport Manager Cost?
The cost of an external Transport Manager depends on three things: the number of vehicles you operate, whether you hold a standard or restricted licence, and your Operator Compliance Risk Score. A larger fleet, or a weaker OCRS, calls for more oversight, and the fee reflects that.

Why Choose Our External Transport Manager Services?
Our external Transport Managers hold the passenger transport CPC and work with PSV operators day to day, so the oversight you receive is matched to the way a bus or coach business actually runs. We set maintenance and inspection regimes around your duty cycle, keep your records in the order a Traffic Commissioner expects to see them, and give you a named contact who knows your fleet rather than a general helpline. The service is built to keep you compliant, and to keep that compliance demonstrable if your operation is ever called to account.

Restricted Licence Transport Manager Consultancy
A restricted PSV licence works differently from a restricted goods licence. It is capped at two vehicles, neither carrying more than 16 passengers, and it is only available where passenger transport is not the main occupation of the business. A hotel running a courtesy coach, or a college transporting its own students, are typical examples.
Restricted holders are not required to name a CPC-qualified Transport Manager. They remain fully responsible for roadworthiness, drivers' hours, maintenance records, repute and financial standing, and Traffic Commissioners are now scrutinising restricted PSV operators more closely on fair competition grounds. If your passenger work grows to the point where it becomes the main activity, the licence has to be upgraded before that change happens, not after.
Total Compliance provides consultancy to restricted PSV operators on a one-off or retainer basis, covering the same compliance ground without the cost of a designated Transport Manager.
Why Choose Total Compliance?
